The MOST IMPORTANT PART of the Bill of Rights is the PREAMBLE.   The PREAMBLE declares SPECIFICALLY that the Bill of Rights was to make sure that the government knows that it was limited to the powers stated in the U.S. Constitution and if it didn't, the Amendments were the declared Rights of the People. 

Revisionist historians will ALWAYS leave this Preamble out of any printing of the U.S. Constitution!!!
